This permission allows you to restrict who can view and edit the content of panels (see Panel SettingsContent) in the layout.

Users who are prevented from viewing and editing the panel content with this permission can still customise the panel, for example change borders and text styles, using the Panel Editor. However the "Content..." button will disabled preventing them from viewing or editing the wiki notation within the panel.
