text below footer?

I'm working on a mockup for a new website and have been asked to add text beneath the footer itself (the Page is white, so it should appear just below the footer against the white background). However, when I try to edit the Page layout, the Content button is not available (it appears, but nothing happens when I click on it). So it looks like you can't put content on the Page itself. If so, are there are any alternatives to get the effect I'm looking for?
