'Left Side Nav' Extended to Attach to 'Menu' with 'Navigation' Bar Enabled
I would like the Left Side Bar to connect to the Menu bar even if the Navigation bar is also enabled.
I would like to get a way to configure the theme from this:

Without any CSS changes. Is that possible? I can't seem to get it to work through JUST the Layout tab.

Put two divs into the title panel & switch the navigation panel off

How would you include raw HTML AND User Macros (without the use of the HTML Confluence Macro, which we have disabled)?
Is there no way in Theme Builder to change around the layout without CSS or HTML code?
